Description
Operating a payment gateway in Kuwait means working inside a strict regulatory framework — Central Bank of Kuwait (CBK) payment services rules, KYC obligations, PCI-DSS, AML laws, and the card schemes' own compliance requirements. As Hesabe's Compliance Officer, you'll make sure we're not just compliant on paper, but operating with the controls, policies, and culture that regulators expect.
You'll own Hesabe's compliance program end-to-end. That means interpreting new CBK circulars and turning them into operational changes. Writing and maintaining our policies (AML, KYC, data protection, PCI). Running merchant KYC due diligence. Coordinating PCI-DSS audits with our engineering team. Preparing regulatory filings and reports. Being the primary point of contact with the CBK, payment schemes, and our auditors.
You'll work closely with leadership, engineering, legal counsel, and our Transaction Monitoring team. If a regulator calls Hesabe tomorrow, you're the person who picks up the phone.
Requirements
• 3–6 years of compliance experience at a bank, payment services provider, FinTech, or financial regulator in Kuwait or the GCC
• Strong working knowledge of CBK regulations — payment services law, AML/CFT requirements, data protection
• Familiar with PCI-DSS requirements (Level 1 or 2) and the audit process
• Experience with KYC / merchant due diligence programs, including EDD for higher-risk merchants
• Understands payment schemes (Visa, Mastercard) and their compliance requirements
• Strong policy-writing skills — you can turn regulations into clear internal procedures
• Fluent in Arabic and English — most CBK communication is bilingual
• A relevant certification (CAMS, CRCM, ICA, or equivalent) is highly preferred
• Based in Kuwait with the right to work
